There are usually lots more dampers than shown above because a large boiler requires a number of precipitators and scrubber modules. Parallel systems are used so the main power generation system is not shut down for maintenance on a back end system. This is demonstrated in the following sketch.

These dampers are usually designed to have a 100% shut-off capability because when they are closed, men will be working behind them. Remember hot corrosive flue gas in small amounts "kills".

The dampers shown above could easily represent $2-5 million, depending on their physical size and materials of construction.
